Here's how to improve access to health care: "A public option is unnecessary until proven otherwise. Physicians express displeasure with Medicare or Medicaid reimbursement or simply refuse accepting new Medicare or Medicaid patients.

Require portability of insurance, forbid insurance carriers from cancelling coverage, and forbid insurance companies denying coverage for pre-existing conditions.
Allow medical insurance carriers to sell nationally, across state lines.

Have a 'mandated' minimum coverage along with catastrophic coverage, modeled on Medicare Part D. While the opposition of Part D is the 'doughnut hole,' it is two separate policies -- a chosen policy and catastrophic coverage.
